Description

AP checks can be created even after revoking 'MaintainPayments' privilege

Steps to Reproduce:
Pre-Condition:

Revoke the 'MaintainPayments' privilege of System module

1. Accounting-Accounts Payable-Workbench
2. Navigate to 'Checks' tab
3. Observe that it is possible to create a check and post it

Tested in xTuple version 3.8.0 RC: Issue is fixed

change window apWorkBench and disable checkRun tab "Checks" if user does not have MaintainPayments priv
