Summary
*It is not possible to create a Quote from the Opportunity screen


Description

Quote option is inactive in the Opportunity screen

Steps to Reproduce:
1. CRM->Opportunity->New
2. Enter the Name and select 'TTOYS' as CRM Account
3. Enter Amount, Owner, Assigned to,Probability, Contact and Started Dates fields
4. Navigate to Sales tab and click on New button
5. Observe that 'Quote' option is in In-Active state

Additional information:- Also observed that it is not possible to Attach a Quote in the Opportunity screen using 'Attach' button

Confirmed in 3.8 beta demo db.
