This is actually working as designed. Modal dialog windows are by definition are not part of the workspace.

All Module Setup screens
Inventory - Item Site – New
Manufacture – Work Order – Explode, Implode, Release, Close
Manufacture – Materials – New
Manufacture – Transactions - Issue Material – Item, Batch
Manufacture – Transactions – Scrap
Manufacture – Transactions – Post Production
Manufacture – Transactions – Close Work Order

CRM->Oppurtunity->New, Enter the opportunity name, select a customer CRM account (say TTOYS), navigate to the 'Sales' tab and select 'New Quote' or 'New Sales Order'.
- Sales Order
- Quote
screens open as if they are modal or free-floating when user preference is set to "Show Windows Inside Workspace"

Additional Info:

* The three Update Reorder Level By.... screens
* Edit Owners screen
* Time-Expense sheets
* Post Operations
* Accounting-Accounts Payable-Payments-View Check Run-Select Print Selected option
and observe that Print Check screen is free floating
* Incident screen
* To Do screen
* Opportunity
* Manufacture-Operations-New and observe that 'Work Order Operation' screen is free floating
* Send Electronic Quote
