XML tranfer to RESTful webservice

Hi All,

we have a webshop with RESTful webservice. I need to transfer XML data with GET, POST, DELETE to the URL. And receive an answer XML. I want to have it as a PostgreSQL function. Language can be TCL or C (they are alread installed, i dont want to install a new one)

Tools outside of PostgreSQL (as curl.exe or same) are NOT allowed!
