Installation Error - Please Help

I have attempted to install 3.4 twice with the same failed result. I get 98% through the installation process (using the installer) and then receive this error:

There has been an error.
initdb.bin: encoding mismatch
The encoding you selected (UTF8) and the encoding that the
selected locale uses (LATIN1) do not match. This would lead to
misbehavior in various character string processing functions.
Rerun initdb.bin and either do not specify an encoding explicitly,
or choose a matching combination.
The application will exit now.

Can anyone tell me how to correct this and complete the installation?
